Israel the Name
Then Who Is Israel?
Jacob, the Preserved of Israel, THE Israel, and the One Covenant People
Final Draft Review
A Scripture-led discovery study
Packet 22 ended with the Name upon the servants at the throne. The study can now ask the question it has deliberately refused to answer by slogan: Who is Israel? Scripture does not use the word in only one way. Jacob is Israel. His descendants, tribes, and nation are Israel. Yet Isaiah also calls a singular Servant Israel who restores Jacob and restores the preserved of Israel. Paul then says, “they are not all Israel, which are of Israel,” distinguishes flesh from promise, traces faith and unbelief, shows natural and wild branches in one olive tree, and centers the promise in Christ. The answer therefore must preserve the whole account: history without ancestry-as-guarantee, election without erasing culpability, and one covenant people without replacement.

1. The Question Can Finally Be Asked#
The study began with a man receiving a Name. It then followed that Name into a family, a nation, a priestly vocation, a history of hearing and rebellion, a singular Servant called Israel, the promised Seed, the Shepherd, the King-Priest, the one olive tree, the one body, the one flock, and finally the servants who bear His Name before the throne. Only now is there enough Scriptural accounting to ask Who is Israel? without making the answer smaller than the Bible.
The first rule is simple: context must control the referent. Israel can name Jacob himself, his physical descendants, the national people, the covenant community, or - in Isaiah 49 - the singular Servant who is Himself called Israel while being sent to restore Jacob and Israel. The final covenant question is therefore not, “Can the word Israel ever mean Jacob’s descendants?” It obviously can. The question is whether physical descent by itself guarantees faithful covenant standing and final inheritance.
HISTORY MUST REMAIN → CONTEXT MUST RULE → DNA CANNOT BE MADE MORE ABSOLUTE THAN SCRIPTURE MAKES IT
2. Israel Is Jacob - and Jacob’s Descendants Really Are Israel#
Genesis 35:10-12 (KJV)
And God said unto him, Thy name is Jacob: thy name shall not be called any more Jacob, but Israel shall be thy name: and he called his name Israel. And God said unto him, I am God Almighty: be fruitful and multiply; a nation and a company of nations shall be of thee, and kings shall come out of thy loins; And the land which I gave Abraham and Isaac, to thee I will give it, and to thy seed after thee will I give the land.
The historical line is real and must never be erased. Jacob is Israel. His sons become the tribes of Israel. Their descendants become the national people of Israel. The promises, covenant history, Torah, prophets, priesthood, sanctuary, and promised Seed move through that history. Nothing later in the study requires pretending that this never happened.
But a real historical identity is not the same thing as an automatic saving status. The rest of Scripture itself begins making distinctions within historical Israel.
3. Isaiah 49 - The Servant Called Israel Restores Israel#
Isaiah 49:3, 5-6 (KJV)
And said unto me, Thou art my servant, O Israel, in whom I will be glorified. ... And now, saith the LORD that formed me from the womb to be his servant, to bring Jacob again to him, Though Israel be not gathered, yet shall I be glorious in the eyes of the LORD, and my God shall be my strength. And he said, It is a light thing that thou shouldest be my servant to raise up the tribes of Jacob, and to restore the preserved of Israel: I will also give thee for a light to the Gentiles, that thou mayest be my salvation unto the end of the earth.
The subject distinction is built into the text. The Servant is called Israel, yet His work is to bring Jacob back, raise the tribes of Jacob, and restore the preserved of Israel. Therefore “Israel” in this chapter cannot be flattened into one undifferentiated referent at every point.
SERVANT CALLED ISRAEL → BRINGS JACOB BACK → RAISES JACOB’S TRIBES → RESTORES THE PRESERVED OF ISRAEL → LIGHT TO THE NATIONS
The New Testament has already identified Isaiah’s Servant pattern with Jesus in the earlier packets. That is why this study uses THE Israel as a reader-facing synthesis for the faithful Servant fulfillment in Christ. It is a study term, not a claim that every occurrence of “Israel” in Scripture suddenly means Jesus.
4. “The Preserved of Israel” - Not an Undifferentiated Free Ride#
The exact wording matters: the preserved of Israel. The verse does not say that every physical descendant is restored without distinction simply because a line can be traced back to Jacob. Nor should “preserved” be turned into a complete technical definition from one phrase. The point is narrower and still decisive: Isaiah can speak of a specific company within Israel as the object of the Servant’s restoring work.
This fits the rebellion material already established. Isaiah 63 says “they rebelled.” Ezekiel says the holy Name was profaned among the nations through the conduct of the people who bore it. Covenant rebellion is not transformed into innocence by ancestry. It requires return - teshuvah in the broad biblical sense of turning back to God - and it requires the atoning provision that the Servant Himself supplies. Return does not manufacture atonement; rebellion does not cancel culpability; DNA does not replace either.
NAME-BEARING → REBELLION / UNBELIEF IS CULPABLE → RETURN IS REQUIRED → ATONEMENT IS GOD’S PROVISION → RESTORATION
5. Romans 9 - “They Are Not All Israel, Which Are of Israel”#
Romans 9:6-8 (KJV)
Not as though the word of God hath taken none effect. For they are not all Israel, which are of Israel: Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called. That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
Paul does not deny that the people “of Israel” are historically Israel. His statement only works because both realities are present. There is an “of Israel” according to descent, and there is a covenant distinction inside that historical body that flesh alone cannot settle.
OF ISRAEL BY DESCENT ≠ AUTOMATICALLY THE COVENANT REALITY PAUL IS DEFINING
This is the apostolic version of the problem the study has been tracing since Isaiah: ancestry is real, but ancestry cannot be made the final measure of covenant participation.
6. Promise → Purpose → According To → Election#
Romans 9:9-13 (KJV)
For this is the word of promise, At this time will I come, and Sara shall have a son. And not only this; but when Rebecca also had conceived by one, even by our father Isaac; (For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;) It was said unto her, The elder shall serve the younger. As it is written, Jacob have I loved, but Esau have I hated.
The sequence must be allowed to stand in Paul’s own order: Promise → Purpose → According To → Election. The promise is God’s. The purpose is God’s. Election does not arise from fleshly pedigree or human works that put God in debt.
At the same time, the phrase “according to election” must not be made to carry an argument that Paul himself supplies elsewhere in Romans 9-11. The word “according” is not a secret lexical synonym for human response. The response evidence comes from the continuing argument: faith, unbelief, hearing, believing, confessing, calling, stumbling, standing, and being grafted in again.
GOD ESTABLISHES PROMISE AND PURPOSE → ELECTION IS NOT FLESH OR WORKS → ROMANS 9-11 STILL TREATS FAITH / UNBELIEF AS REAL AND CULPABLE
7. Romans 9 Ends the Section with Faith and Stumbling#
Romans 9:30-33 (KJV)
What shall we say then? That the Gentiles, which followed not after righteousness, have attained to righteousness, even the righteousness which is of faith. But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness. Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone; As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.
Paul does not end Romans 9 by telling the reader that response is irrelevant. He explicitly asks “Wherefore?” and answers with the faith / works contrast and the stumbling Stone. The Gentile entrance is not credited to Gentile DNA, and Israel’s failure to attain is not blamed on being descended from Jacob. The stated distinction is faith versus seeking by works and stumbling at the Stone.
Here faith — G4102 must remain distinct from believe — G4100 in the next chapter. Their meanings are closely related, but the project keeps the lexical fields separate rather than collapsing them into one English bucket.
8. Romans 10 - Hear, Believe, Confess, Call#
Romans 10:8-13, 17 (KJV)
But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach; That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation. For the scripture saith, Whosoever believeth on him shall not be ashamed. For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him. For whosoever shall call upon the name of the Lord shall be saved. ... So then faith cometh by hearing, and hearing by the word of God.
Romans 10 does not replace God’s purpose with human achievement. It describes the covenant response to the proclaimed Christ: hear → believe → confess → call. The mercy is God’s, the resurrection is God’s act, the Lord is the same Lord over all, and salvation is not earned. Yet the hearer is still addressed as a responsible person who may believe or refuse.
HEAR → BELIEVE G4100 → CONFESS → CALL → SAME LORD OVER JEW AND GREEK
9. Romans 11 - Remnant, Unbelief, Faith, and One Olive Tree#
Romans 11:1, 5, 17-20 (KJV)
I say then, Hath God cast away his people? God forbid. For I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin. ... Even so then at this present time also there is a remnant according to the election of grace. ... And if some of the branches be broken off, and thou, being a wild olive tree, wert graffed in among them, and with them partakest of the root and fatness of the olive tree; Boast not against the branches. ... Well; because of unbelief they were broken off, and thou standest by faith. Be not highminded, but fear.
Paul explicitly rejects the idea that God has simply discarded His historical people. He identifies himself as an Israelite and then speaks of a remnant. The same chapter also refuses ancestry-as-guarantee: some natural branches are broken off because of unbelief, while the grafted Gentile is told that he stands by faith.
This is not replacement. The wild branch does not become genetically natural, and the natural branch does not cease to be natural. Both are described in relation to one olive tree and one root. The warning against boasting is therefore part of the doctrine, not an optional courtesy.
NATURAL BRANCHES + WILD BRANCHES → ONE TREE → UNBELIEF CAN BREAK → FAITH STANDS → NO BOASTING
10. The Broken Branch Can Be Grafted In Again#
Romans 11:22-23 (KJV)
Behold therefore the goodness and severity of God: on them which fell, severity; but toward thee, goodness, if thou continue in his goodness: otherwise thou also shalt be cut off. And they also, if they abide not still in unbelief, shall be graffed in: for God is able to graff them in again.
This passage is especially important for culpability and restoration. Paul does not tell the broken natural branch that genealogy guarantees present standing. Nor does he say the break is irrevocable because of a hidden predetermined identity. He names unbelief and then leaves open restoration: if they abide not still in unbelief, they shall be grafted in.
That is the Romans version of return without self-atonement. The branch does not create the root, heal itself, or purchase mercy. God is able to graft in again. But unbelief is still treated as unbelief, and continuance in unbelief is not renamed covenant faithfulness.
11. Galatians - One Seed, Christ; Those Who Are Christ’s Are Heirs#
Galatians 3:16, 26-29 (KJV)
Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ. ... For ye are all the children of God by faith in Christ Jesus. For as many of you as have been baptized into Christ have put on Christ. There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus. And if ye be Christ’s, then are ye Abraham’s seed, and heirs according to the promise.
Galatians supplies the answer that ancestry alone cannot supply. The promise narrows to one Seed - Christ. Those who belong to Christ are called Abraham’s seed and heirs according to the promise. Paul does not say Greeks become ethnically Jewish, any more than male becomes female or slave becomes master. The distinctions remain describable; they no longer create separate covenant grades of inheritance in Christ.
ONE SEED - CHRIST → IN CHRIST BY FAITH → ALL ONE IN CHRIST → IF CHRIST’S, ABRAHAM’S SEED → HEIRS ACCORDING TO PROMISE
12. Ephesians, John, Peter, Revelation - One People, Shared Vocation#
The other corporate passages prevent Galatians from being treated as an isolated slogan. Ephesians says Gentiles were once aliens from the commonwealth of Israel and strangers from the covenants of promise, but are made near by Christ’s blood; Christ makes both one, creates one new man, reconciles both in one body, gives access by one Spirit to one Father, and makes the former strangers fellowcitizens and household members.
John 10 says the Shepherd brings the other sheep so that there is one flock under one Shepherd. First Peter applies Sinai’s royal priesthood / holy nation vocation to the people gathered around the Living Stone. Revelation gathers the redeemed priestly people from every kindred, tongue, people, and nation, then ends with the servants bearing His Name and reigning before the throne of God and the Lamb.
ONE SEED → ONE TREE → ONE NEW MAN → ONE BODY → ONE SPIRIT → ONE FATHER → ONE HOUSEHOLD → ONE FLOCK → ONE ROYAL-PRIESTLY PEOPLE
13. The Answer Without Replacement or DNA Absolutism#
Two opposite errors can now be avoided. The first says, “Israel failed, so God discarded Israel and started an unrelated people.” Romans 11 says God forbid, preserves the natural-branch identity, warns Gentiles not to boast, and explicitly opens the door to grafting natural branches in again.
The second says, “Physical descent from Jacob guarantees covenant standing regardless of unbelief.” Romans 9 says not all Israel are Israel; Isaiah speaks of the preserved of Israel; Romans 11 says natural branches were broken off because of unbelief; Galatians centers inheritance in belonging to Christ.
The Scriptural architecture is therefore neither replacement nor DNA absolutism. It is promise fulfilled in the Seed, Israel’s history honored, unbelief treated as culpable, natural branches still natural, wild branches truly grafted in, and one covenant people gathered under THE Israel.
14. So Who Is Israel?#
The answer has to be layered because Scripture itself is layered.
Jacob is Israel. God gave the Name to him at the threshold of blessing, Face, preservation, fruitfulness, kingship, and inheritance.
Jacob’s descendants and national people are Israel. The tribes, covenant history, Law, prophets, priesthood, sanctuary, promises, and Seed-line are real historical gifts and responsibilities.
Not every physical descendant is thereby the faithful covenant reality Paul is defining. Scripture distinguishes the children of flesh from the children of promise, the remnant, the preserved of Israel, faith and unbelief, branches standing and branches broken.
The faithful Servant is called Israel while restoring Jacob and the preserved of Israel. The New Testament’s identification of the Servant with Jesus allows the study to speak of Him as THE Israel - the One who perfectly fulfills the Name and vocation national Israel was called to bear.
Those who belong to Christ are gathered into the covenant people under THE Israel. They do not all become ethnically Jewish. They do become Abraham’s seed and heirs according to promise; wild branches share the one root; former aliens become fellowcitizens; both are one body; other sheep become one flock; the gathered people receive the royal-priestly vocation and finally bear His Name.
JACOB IS ISRAEL → NATIONAL ISRAEL BEARS THE HISTORICAL NAME → THE SERVANT IS CALLED ISRAEL → JESUS FULFILLS THE SERVANT / SEED VOCATION → THE COVENANT PEOPLE ARE GATHERED IN HIM
15. The Name Question Answered#
Packet 22 asked whether the Name rests on covenant people or DNA people. The full Scriptural answer is more precise than either slogan by itself.
The historical name Israel really does pass through Jacob’s physical descendants. But covenant standing under the Name is not secured by DNA alone. The people who bear God’s covenant identity faithfully are defined by His promise, His Seed, His atoning work, and their belonging to Him - a belonging Scripture repeatedly describes through faith rather than unbelief.
That is why rebellion matters. A person can stand inside the historical nation and profane the Name through unbelief and rebellion. A Gentile can begin outside the commonwealth and be brought near, grafted in, made a fellowcitizen, and joined to the one body through Christ. The Name is not a human possession that ancestry can control. It is God’s covenant gift, carried truthfully only in relation to the One whose Name and promise give it meaning.
DNA CAN DESCRIBE DESCENT → IT CANNOT FORCE COVENANT STANDING → THE SEED IS CHRIST → BELONGING TO CHRIST DEFINES HEIRSHIP
16. Next: Grace Backward and Grace Forward#
One major question remains before the final paradigm inspection. If Abraham, Jacob, Moses, David, the prophets, and the faithful before the cross belonged to the same redemptive story, how does the accomplished work of Christ reach both backward and forward without inventing two salvations or two peoples?
The next packet should follow grace for grace across time: Abraham believed the promise; the faithful died in faith; Hebrews says the death of Christ redeems transgressions under the first covenant; Romans speaks of God’s forbearance toward sins previously committed; and Hebrews says the earlier faithful were not made perfect apart from us. The cross is the historical accomplishment at the center, with grace reaching backward to promise and forward to resurrection and glory.
GRACE BACKWARD → ACCOMPLISHED CHRIST-WORK → GRACE FORWARD → COMMON COMPLETION
Exhibit A. Identity, Response, and Lexical Distinctions#
Israel as a word. Do not force one referent into every occurrence. Context can mean Jacob, descendants, tribes, nation, covenant people, or the singular Servant in Isaiah 49. The final theological synthesis must preserve those distinctions.
The preserved of Israel. Isaiah 49:6 does not say “restore every descendant of Jacob.” It identifies “the preserved of Israel.” Do not equate this phrase lexically with Romans 11 “remnant”; the structural point is that Scripture can distinguish a company within historical Israel.
Faith - G4102. Romans 9 and Romans 11 use the faith field in statements such as righteousness “of faith” and “thou standest by faith.” Preserve this separately from the verb believe.
Believe - G4100. Romans 10 uses the believing field: “believe in thine heart,” “whosoever believeth on him.” Do not collapse G4100 and G4102 into one lexical item simply because English theology often treats them together.
Election and response. Romans 9 roots purpose/election in God rather than flesh or works. Romans 9-11 also explicitly names faith, unbelief, hearing, believing, confessing, calling, stumbling, standing, continuance, and grafting. Do not erase either side of Paul’s argument.
One tree is not ethnic erasure. The natural branch remains natural and the wild branch remains wild. Their shared participation is in the one root/tree. Paul’s warning is therefore against boasting, not against preserving historical identity.
THE Israel. This is the study’s synthesis for Jesus as the faithful Servant called Israel, promised Seed, Good Shepherd, Last Adam, King-Priest, and covenant fulfillment. It should not be substituted mechanically for every biblical use of the word Israel.
One covenant people. The synthesis rests on the one Seed, one olive tree, one new man, one body, one Spirit, one Father, one household, one dwelling, one flock, one Shepherd, one royal-priestly vocation, and the final Name upon the servants. It does not require Gentiles to become ethnically Jewish or Jews to cease being descendants of Jacob.
